The United Kingdom and the United States have secured a landmark bilateral deal that will keep zero duties on UK pharmaceutical exports going into the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has pledged to boost spending on pharmaceuticals through the public health system. This move secures that tariffs on these key products will be held at zero for a timeframe of the next three years.

This development comes after previous statements to dramatically increase duties on branded drug products, with figures floated reaching double the cost.

"This arrangement between the United Kingdom reinforces the international landscape for cutting-edge drugs and establishes long-overdue balance to transatlantic drug exports," a release said.

Economic Impact

Pharmaceuticals are one of the UK's largest export categories to the United States, which is easily the largest destination for large UK drugmakers.

Statistics reveal that in the year leading up to last September, the UK sold pharmaceutical products valued at over eleven billion pounds to the US. This figure accounted for 17.4% of British export trade in that period.

"This deal secures work, stimulates capital expenditure and sets the stage for the UK to emerge as a global hub for life sciences," the Business and Trade Secretary remarked.

Specific British Pledges

The agreement includes several key changes from the UK:

  • Higher Cost Ceiling: The UK will lift the cost ceiling at which it judges new treatments to be too expensive by twenty-five percent.
  • Higher Drug Budget: There is a aim to increase overall health service expenditure on medicines from 0.3% of the national economy to 0.6% over the next decade.
  • Payback Limit: The percentage drug companies must return to the NHS to control costs will be restricted at fifteen percent. Last year, refunds topped 20%.

Industry Background

The pact comes amid a ongoing dispute between the sector and the UK government over medicine costs and approval rates.

This friction were heightened by arguments that American customers were charged several times more for the equivalent treatments than patients in the Britain and the EU.

Recently, several significant pharmaceutical investments in the UK have been paused or scrapped, while multi-billion-dollar funding commitments have been pledged toward projects in the United States.

A senior figure acknowledged that the NHS must invest a greater share on medicines, noting that its spending on drugs had declined as a share of its overall budget over the previous ten-year period.
