19 of the Russian's twenty-one championships have been achieved on hard surfaces
A revitalized Daniil Medvedev secured his first trophy for 882 days with a win over Frenchman Moutet in the tournament final.
Medvedev, a former world number one, has endured a difficult period, managing just a single victory at the major tournaments and experiencing a setback at the US Open.
His unpredictability on the tennis tour - and difficulties with his serving in especial - led to him dropping out of the world's top 10 and finally parting ways with long-term coach Cervara.
Now working with his coach and Rohan Goetzke, he has consistently progressed in the last few weeks - culminating in a tightly fought three-set victory over Frenchman Moutet.
It is his initial trophy since the Rome competition and first on a hard court after spring of the previous year.
The win also means Medvedev has secured twenty-one titles at twenty-one distinct tournaments.
"It's the first time I am participating in a tournament with my children together, so to get a championship is really nice," commented world number 14 the champion.
"This title is in tribute of my second daughter her name, because the initial championship I won when my child my daughter was born was for her."
The athlete, the past champion, had lost his past six finals, featuring in that event previously this season.
His counter-punching strategy and frequent emotional displays on court had caused some to doubt if his skill to perform at the highest level was over.
But the athlete has implemented adjustments in recent weeks, attempting to come to the net and play aggressively, supported by an improved serving game.
Medvedev fought back from a deficit in the opening set against the tricky Frenchman, securing four of the last five points to take the lead.
The competitors traded service breaks in the second set before the challenger, attempting for his initial ATP Tour title, seized the initiative to force a decider.
Moutet saved four initial break points in a competitive deciding set before the Russian broke to fifteen to secure the win.
Appropriately, he earned victory with a point at the net, with Moutet unable to control a return after two hours and 38 minutes.
